Santo Tomas University became “Camp Number 1” for civilians in the Philippines. Because of overcrowding, Camp Number 2, (Los Baños) was created by internees moved from Santo Tomas in 1943. Baguio was established early to house the “enemy aliens,” mostly missionaries and miners, captured in that area. The major camps for civilian internees in the Philippines were:
